During the meeting, the commission heard a plea to help provide<br \/>\nfunding for the Lee County Alternative Sentencing Program. The program, which<br \/>\nis administered by the Lee County Alternative Sentencing Board (ASB), oversees drug<br \/>\ncourt, veterans court, district court probation, and court referral officers.<\/span><\/p>\n<p><span style=\"font-size: large;\">The ASB is concerned that a lack of funding will cause an<br \/>\ninterruption of services for those in alternative sentencing programs. The ASB<br \/>\nhas also projected it won\u2019t be able to provide raises for its employees for the<br \/>\nsecond year in a row and may have to lay off employees.<o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">The majority of the Alternative Sentencing Program\u2019s funding<br \/>\ncomes from fees generated by active caseloads from the Alabama Administrative<br \/>\nOffice of Courts. However, the program has lost revenue over the past four<br \/>\nyears due to the court system\u2019s slow bounce back after COVID shutdowns. <o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\"><span style=\"mso-spacerun: yes;\">&nbsp;<\/span>Additionally, the<br \/>\nCity of Auburn started its own Alternative Sentencing Program on Oct. 1.<br \/>\nAccording to Judge Bill English, that move slashed funding for the county\u2019s<br \/>\nprogram in half. <o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">Now the ASB is struggling to find funding. <o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">\u201cWhen COVID hit, some of our sources of funding \u2014they didn\u2019t<br \/>\nnecessarily dry up\u2014 but they decreased substantially on very short notice,\u201d<br \/>\nJudge Steven Speakman told the commission. Speakman acts as Chairman of the<br \/>\nASB. <o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">\u201cIt had a lasting impact,\u201d he said. \u201cWe are just now seeing<br \/>\nit bounce back roughly four years later.\u201d <o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">Speakman added that the board \u201coperated in the black\u201d for<br \/>\nthe decade leading up to COVID. Since the pandemic ended, however, the board<br \/>\nhas nearly depleted its reserve resources. He said the board is now projected<br \/>\nto \u201cbe in the red.\u201d<o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">The commission agreed to provide $67,437.86 in American<br \/>\nRescue Plan Act (ARPA) revenue replacement funds to the ASB. The federal<br \/>\ngovernment originally introduced revenue replacement funds to help agencies financially<br \/>\nburdened by the pandemic. <o:p><\/o:p><\/span><\/p>\n<p><o:p><span style=\"font-size: large;\">&nbsp;<\/span><\/o:p><\/p>\n<p><span style=\"font-size: large;\">In other Business:<o:p><\/o:p><\/span><\/p>\n<p><span style=\"font-size: large;\">The commission approved a renewal for a pavement<br \/>\npreservation and resurfacing project on Lee County Road 159. The project is in<br \/>\nunison with the National Center for Asphalt Technology (NCAT), which is part of<br \/>\nthe engineering school at Auburn University. The school has an agreement with<br \/>\nthe commission to use CR 159 as a live traffic asphalt testing site.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>This renewal will allow NCAT to continue<br \/>\nrunning live traffic tests on the road for the next three years.<\/span><o:p><\/o:p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; The Lee County Commission convened for its regular meeting on Monday, Sept. 30.
